Cyberspace and Yemen \u2013 January 7\/8, 2022"},"content":{"rendered":"<div class=\"boldgrid-section\">\n<div class=\"container\">\n<div class=\"row\">\n<div class=\"col-md-12 col-xs-12 col-sm-12\">\n<p class=\"\">Let\u2019s start things off today with a quick headline observation. In my introduction the other day, I said that I was listening to the podcast: <a href=\"https:\/\/warontherocks.com\/2021\/12\/a-slavish-devotion-to-presence\/\"><em>A Slavish Devotion to Presence?&nbsp;<\/em><\/a><em>\u2013 Net Assessment. <\/em>The podcast is centered around the definition of \u2018presence\u2019 in regards to the Navy and what is sustainable. I only bring this back up because of this headline <a href=\"https:\/\/www.rferl.org\/a\/mali-russian-troops-timbuktu\/31642735.html\"><em>Russian Troops Deploy To Timbuktu In Mali After Withdrawal Of French Troops<\/em><\/a> from Radio Free Europe. With this observation I am not arguing continuing presence everywhere or anywhere really, just pointing out that leaving areas <em>may<\/em> have consequences.&nbsp;<\/p>\n<p class=\"\">I have never really sought out articles written about battles that I was in, but I stumbled onto this: <em><a href=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2004\/07\/five-days-in-fallujah\/303450\/\">Five Days in Fallujah<\/a> <\/em>from The Atlantic on Twitter. (<em>Hat tip to <a href=\"https:\/\/twitter.com\/SpencerGuard\">John Spencer<\/a>)<\/em> Our perspective is not really discussed in the article, I was with 5<sup>th<\/sup> Special Forces Group and we were advising the 36<sup>th<\/sup> Iraqi Commandos &#8211; the ICDC in the story, but it was definitely a walk down memory lane. The situation in Kazakhstan definitely deserves your attention but instead of me writing about it, I am just going to highlight a couple articles that I think are interesting because of specific observations.<\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><a href=\"https:\/\/www.themoscowtimes.com\/2022\/01\/07\/russia-takes-a-gamble-in-kazakhstan-a75986\"><em>Opinion: Russia Takes a Gamble in Kazakhstan<\/em><\/a> \u2013 The Moscow Times<\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><a href=\"https:\/\/www.rusi.org\/explore-our-research\/publications\/commentary\/kazakhstan-crisis-its-about-country-not-big-power-politics\"><em>Kazakhstan in Crisis: It\u2019s About the Country, Not Big Power Politics<\/em><\/a> \u2013 RUSI<\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><a href=\"https:\/\/www.thedrive.com\/the-war-zone\/43785\/russian-sent-electronic-warfare-systems-and-armored-vehicles-to-kazakhstan-for-peacekeeping-mission\"><em>Russia Sent Electronic Warfare Systems And Armored Vehicles To Kazakhstan For Peacekeeping Mission<\/em><\/a> \u2013 The Drive<\/p>\n<p class=\"\">And a quick mea culpa on something I missed yesterday in our discussion on Kazakhstan and its importance to Russia. <em>(<a href=\"https:\/\/www.linkedin.com\/in\/john-fuisz\/\">John Fuisz<\/a> pointed this out on Linkedin \u2013 Thank you!)<\/em> I was not aware that Russia runs all of their manned space missions out of the &nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Baikonur_Cosmodrome\">Baikonur Cosmodrome<\/a> located in southern Kazakhstan. Needless to say, Kazakhstan is very important to Russia. From Wikipedia:<\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>The Cosmodrome is the world&#8217;s first spaceport for orbital and human launches and the largest (in area) operational&nbsp;<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Spaceport\"><em>space launch facility<\/em><\/a><em>.<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Baikonur_Cosmodrome#cite_note-1\"><em><sup>[1]<\/sup><\/em><\/a><em>&nbsp;All crewed Russian&nbsp;<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Spaceflight\"><em>spaceflights<\/em><\/a><em>&nbsp;are launched from Baikonur.<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Baikonur_Cosmodrome#cite_note-NASA-2\"><em><sup>[2]<\/sup><\/em><\/a><\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>The spaceport is in the&nbsp;<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Kazakh_Steppe\"><em>desert steppe<\/em><\/a><em>&nbsp;of&nbsp;<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Baikonur\"><em>Baikonur<\/em><\/a><em>, about 200 kilometres (120&nbsp;mi) east of the&nbsp;<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Aral_Sea\"><em>Aral Sea<\/em><\/a><em>&nbsp;and north of the river&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Syr_Darya\">Syr Darya<\/a>. It is near the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Tyuratam\">Tyuratam<\/a>&nbsp;railway station and is about 90 metres (300&nbsp;ft) above sea level. The spaceport is currently leased by the&nbsp;<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Government_of_Kazakhstan\"><em>Kazakh Government<\/em><\/a><em>&nbsp;to&nbsp;<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Russia\"><em>Russia<\/em><\/a><em>&nbsp;until 2050 and is managed jointly by the&nbsp;<a href=\"https:\/\/en.wikipedia.org\/wiki\/Roscosmos_State_Corporation\">Roscosmos State Corporation<\/a>&nbsp;and the&nbsp;<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Russian_Aerospace_Forces\"><em>Russian Aerospace Forces<\/em><\/a><em>.<sup>[<\/sup><\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Wikipedia:Citation_needed\"><em><sup>citation needed<\/sup><\/em><\/a><em><sup>]<\/sup>&nbsp;The shape of the area leased is an&nbsp;<\/em><a href=\"https:\/\/en.wikipedia.org\/wiki\/Ellipse\"><em>ellipse<\/em><\/a><em>, measuring 90 kilometres (56&nbsp;mi) east\u2013west by 85 kilometres (53&nbsp;mi) north\u2013south, with the cosmodrome at the centre.<\/em><\/p>\n<p class=\"\">Just one more thing about Russia before we move on, this one from War on the Rocks: <em><a href=\"https:\/\/warontherocks.com\/2022\/01\/what-is-russias-logic-for-the-current-crisis\/\">What Is Russia\u2019s Logic for the Current Crisis?<\/a> <\/em>In my opinion, this is the best take on the current situation looking at the issue from the Russian perspective that I have read\/listened to since <a href=\"https:\/\/www.nytimes.com\/2020\/09\/18\/books\/stephen-cohen-dead.html\">Steven F. Cohen<\/a> died. Maybe more articles like these will lead to a d\u00e9tente?<\/p>\n<p class=\"\">Another thing I would like to mention before we dive into Yemen, which actually was not in this morning\u2019s reading, is a new initiative at the Modern War Institute: <em>&nbsp;<\/em><a href=\"https:\/\/mwi.usma.edu\/introducing-the-competition-in-cyberspace-project\/\"><em>Introducing the Competition in Cyberspace Project<\/em><\/a><em>. <\/em><\/p>\n<p class=\"\">Over the last couple days Yemen and Houthis were mentioned in several articles and I thought it deserved more attention than a gloss over in the headlines. I first began reading about the conflict several years ago via <a href=\"https:\/\/www.theamericanconservative.com\/larison\/five-years-of-the-u-s-backed-war-on-yemen\/\">Daniel Larison<\/a> through the American Conservative. (He is not a supporter of any U.S. involvement there.) For some background on the conflict, going beyond Wikipedia, The Council on Foreign Relations has a pretty good description which you can read <a href=\"https:\/\/www.cfr.org\/global-conflict-tracker\/conflict\/war-yemen\">here<\/a>. For our purposes today, the following paragraph should work as a primer.<\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>Yemen\u2019s civil war began in 2014 when Houthi insurgents\u2014Shiite rebels with links to Iran and a history of rising up against the Sunni government\u2014took control of Yemen\u2019s capital and largest city, Sana\u2019a, demanding lower fuel prices and a new government. Following failed negotiations, the rebels seized the presidential palace in January 2015, leading President Abd Rabbu Mansour Hadi and his government to resign. Beginning in March 2015, a coalition of Gulf states led by Saudi Arabia launched a campaign of economic isolation and air strikes against the Houthi insurgents, with U.S. logistical and intelligence support. <\/em><\/p>\n<p class=\"\">Basically, it is a long running civil war where the Houthi insurgents have fought to a general stalemate despite the Sunni government having the backing of a wealthy benefactor in Saudi Arabia. The Houthi have been able to pull off some dramatic attacks all the while the country deals with an AQAP presence. Yes, I know I over simplified that but this is not the point of the article. The point of this article is &#8211;&nbsp; <em>why are they in the news now?<\/em>&nbsp; The first article that I&#8217;d like to highlight: <em><a href=\"https:\/\/www.csis.org\/analysis\/iranian-and-houthi-war-against-saudi-arabia\">The Iranian and Houthi War against Saudi Arabia<\/a><\/em> \u2013 Center for Strategic and International Studies actually argues for greater U.S. involvement and begins this way:<\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>The number of Houthi attacks against predominantly civilian targets in Saudi Arabia doubled over the first nine months of 2021 compared to the same period in 2020, according to new CSIS analysis. Iran\u2019s Islamic Revolutionary Guard Corps-Quds Force and Lebanese Hezbollah have played a critical role in providing weapons, technology, training, and other assistance to the Yemen-based Houthis. In response, the United States needs to provide Saudi Arabia additional aid to defend the country against stand-off attacks.<\/em><\/p>\n<p class=\"\">I am not taking a position on U.S. involvement here and am instead just putting the information out there so you can draw you own conclusions. The article continues:<\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>Based on the data, this analysis has several primary findings. First, the Houthis are orchestrating an increasingly intense irregular warfare campaign against Saudi Arabia and other countries in the Gulf using sophisticated cruise and ballistic missiles, UAVs, and other stand-off weapons. These actions are occurring in the context of escalating violence in Yemen between the Houthis and Saudi Arabia. The number of Houthi attacks per month doubled against Saudi Arabia and other targets over the first nine months of 2021 compared to the same period in 2020.<sup>5<\/sup><\/em><\/p>\n<p>The Center for Strategic and International Studies article goes way, way deeper with discussions on Objectives and Strategies, Military Capabilities, Cyber Capabilities, Maritime Anti-Access\/Area Denial Capabilities, an Irregular Warfare Campaign and Recommendations. You really need to read the <a href=\"https:\/\/www.csis.org\/analysis\/iranian-and-houthi-war-against-saudi-arabia\">whole<\/a> thing.<\/p>\n<p class=\"\">The Houthis are not only using standoff tactics either. According to The Drive, <em><a href=\"https:\/\/www.thedrive.com\/the-war-zone\/43713\/iranian-backed-houthi-rebels-show-off-captured-saudi-weapons-after-seizing-cargo-ship\">Iranian-Backed Houthi Rebels Show Off Captured Saudi Weapons After Seizing Cargo Ship<\/a><\/em>, they have also been able to capture a Saudi Cargo ship.<\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>Iranian-backed <a href=\"https:\/\/www.thedrive.com\/the-war-zone\/39186\/yemens-houthi-rebels-strike-airliner-in-new-drone-attack-on-saudi-airport\">Houthi rebels in Yemen<\/a> have released pictures and video footage of weapons, vehicles, small boats, and other military cargo onboard the landing craft-type cargo vessel Rwabee, which the group seized in the Red Sea\u2026<\/em><\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>The Houthis have launched various kinds of attacks on commercial and military vessels in the Red Sea, as well as the Gulf of Aden, including some involving explosive-laden unmanned suicide boats, since 2015\u2026<\/em><\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>However, actual Houthi seizures of ships have been far less common, This is the first known instance of such an operation since 2019, when the group briefly held a South Korean-flagged oil drilling rig and a Saudi Arabian-flagged tugboat. This appears to be possibly the only time the Houthis have taken control of a ship carrying military materiel belonging to the Saudi coalition, as well.<\/em><\/p>\n<p class=\"\">Needless to say, the Saudi\u2019s want their ship back: <em><a href=\"https:\/\/www.al-monitor.com\/originals\/2022\/01\/saudi-coalition-demands-houthis-release-uae-vessel-seized-red-sea\">Saudi coalition demands Houthis release UAE vessel seized in Red Sea<\/a> \u2013 Al Monitor <\/em>and have retaliated <em><a href=\"https:\/\/www.al-monitor.com\/originals\/2022\/01\/yemens-houthis-accuse-saudi-led-coalition-diverting-fuel-ship\">Yemen&#8217;s Houthis accuse Saudi-led coalition of diverting fuel ship<\/a> \u2013 Al Monitor.<\/em> Since we are linking to so many stories from Al Monitor we may as well stick with them in noting: <em><a href=\"https:\/\/www.al-monitor.com\/originals\/2022\/01\/houthi-forces-shoot-down-alleged-emirati-spy-drone\">Houthi forces shoot down alleged Emirati spy drone<\/a><\/em>.<\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>Houthi forces in Yemen shot down a drone allegedly used by the United Arab Emirates for espionage today.<\/em><\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>\u201cOur air forces, by the grace of God, were able to down a Chinese-made spy drone belonging to the Emirati air force,\u201d Houthi military spokesperson <a href=\"https:\/\/twitter.com\/army21ye\/status\/1478643953020907520\">Yehya Sarie<\/a>&nbsp;said on Twitter.<\/em><\/p>\n<p class=\"\">To wrap this post up, I\u2019d like to go to an article from Foreign Policy &#8211; <em><a href=\"https:\/\/foreignpolicy.com\/2022\/01\/06\/yemen-war-internet-media-houthis-iran-saudi-arabia\/?tpcc=recirc_latest062921\">Yemen\u2019s Parallel War in Cyberspace<\/a>. <\/em>Apparently, the conflict is being waged in cyberspace also:<\/p>\n<p class=\"\" style=\"padding-left: 40px;\"><em>Yemen\u2019s horrifying civil war is paralleled by a second conflict in the information space\u2014in digital and traditional media and over control of the internet itself. Amid the world\u2019s worst humanitarian crisis\u2014one that has claimed as many as 377,000 lives and forced another 4 million to flee\u2014is an infodemic of online misinformation, disinformation, hate speech, and extremism that is undermining what little trust remains after seven years of conflict. These digital harms are not only slowing efforts to mitigate the spread of COVID-19, but by deepening antagonisms among Yemenis, they are also eroding prospects for a durable peaceful settlement.<\/em><\/p>\n<p class=\"\">The Foreign Policy story is pay-walled so I don\u2019t want to link to too much but I think you get the point. There is a lot going on in Yemen and each article is worth your time if you want to dive in a little deeper.
